Mali: Towards a new political system to consolidate the rule of law

At the conclusion of the national phase of the consultations of the active forces, held on April 28, 2025, in Bamako, deep political reforms were proposed, marking a radical break with the traditional party system. Gathered at the Bamako International Conference Center (CICB), Mali’s active forces—including representatives of civil society, traditional authorities, and members of the diaspora—recommended the dissolution of all political parties and the appointment of General Assimi Goïta as President of the Republic for a renewable five-year term.

Presided over by Prime Minister General Abdoulaye Maïga, this session outlined orientations aimed at thoroughly restructuring Mali’s political landscape. The creation of new parties would now be subject to strict criteria: a deposit of 100 million CFA francs, a required age range of 25 to 75 years for leaders, and a demand for national representativeness. Public financing for political parties would be abolished, political defection banned and sanctioned, and the position of Leader of the Opposition completely eliminated.

On the institutional front, participants called for a revision of the Transitional Charter to allow General Goïta to be officially appointed President of the Republic in 2025, following the example of his counterparts in Burkina Faso and Niger, who are also leading transitional governments for five-year periods. Transitional bodies already in place would remain until the country is fully stabilized.

All scheduled elections are suspended, and the future presidential election would be held in a single round, with a candidate deposit set at 250 million CFA francs.

Prime Minister Maïga praised the sense of responsibility shown by the participants, stating that these decisions would help « turn the dark pages of our history. » These proposals are in line with the reforms initiated during the National Refoundation Conference (ANR) and with the new Constitution adopted in July 2023.
