Algeria : President Tebboune and his review of reforms and prospects

President Tebboune, provided an overview of the past four years marked by significant political reforms, the consolidation of rights, and the strengthening of the state’s social character. In his historic address before the joint sessions of the Parliament in Algiers, the head of state emphasized the importance of constructive dialogue and transparency in public affairs management.

President Tebboune began his speech by reaffirming his commitment to the people, stating that he has made constructive dialogue a working approach and transparency a culture in the management of public affairs. He highlighted the initiative to address the nation to assess the achievements in relation to the objectives for which the Algerian people demonstrated in February 2019, demanding change.

The restoration of confidence in state institutions was presented as the main concern of the political reform process, starting with a comprehensive constitutional revision endorsed by the people in November 2020. The president also highlighted significant legislative reforms aimed at aligning the legal system with the new constitution, establishing new institutions, and fostering the emergence of a new generation of elected assemblies.

The speech shed light on the reassuring results of the reforms undertaken since President Tebboune’s inauguration, emphasizing the dynamic contribution of Algerian youth that exceeded defeatist predictions. The president expressed his determination to uphold the rights of all Algerians throughout the national territory, with a particular focus on consolidating the social character of the state. He emphasized that this would serve as a compass to strengthen national solidarity and respond equitably to the concerns of all citizens.

In this context, President Tebboune highlighted efforts to achieve social justice, including the revision of the Global Income Tax (IRG), salary increases, and the establishment of unemployment benefits to preserve the dignity of the youth. He also underscored initiatives aimed at creating jobs and further regularizing employees who have benefited from permanent integration.
