Togo – Côte d’Ivoire: Towards regional digital integration based on cooperation in the telecommunications sector

The Togolese Regulatory Authority for Electronic Communications and Posts (ARCEP Togo) and the Ivorian Telecommunications Regulatory Authority (ARTCI) Seal Bilateral Partnership Agreement

Last week, the Togolese Regulatory Authority for Electronic Communications and Posts (ARCEP Togo) and the Ivorian Telecommunications Regulatory Authority (ARTCI) signed a bilateral partnership agreement. This agreement, signed in the presence of Ivorian Minister of Digital Transition and Digitalization, Kalil Konaté, marks an important step in strengthening the collaboration between the two institutions responsible for telecommunications regulation.

The main objective of this agreement is to establish a permanent framework for consultation between the two regulators. This framework will facilitate the exchange of experiences, best practices, and technical knowledge, while encouraging the development of innovative technological solutions to address the digital challenges in West Africa. This initiative is part of a regional effort to harmonize telecommunications regulation policies and foster deeper digital integration.

The signing of this agreement concluded a four-day visit to Lomé by a high-level Ivorian delegation. During this visit, the two parties engaged in in-depth discussions on best practices in digital regulation. ARCEP Togo, in particular, shared its data-driven regulatory strategy, an approach that has led to significant progress in several areas. These achievements include the expansion of network coverage, improved service quality for users, and the gradual reduction of telecommunications tariffs.

This bilateral agreement reflects the commitment of both countries to pool their efforts in addressing common challenges related to digital transformation. By strengthening their cooperation, Togo and Côte d’Ivoire aim to create a more favorable regulatory environment that can stimulate innovation and meet the growing demand for connectivity and digital services.

This collaboration is also part of a broader vision for the development of the telecommunications sector in West Africa. By working hand in hand, ARCEP Togo and ARTCI hope to contribute to the creation of an integrated regional market, where technological exchanges and investments will be facilitated. Such synergy could also enhance the competitiveness of local operators and improve access to essential digital services for populations.
