Burkina Faso: Mid-term review of the national development policy in the Hauts-Bassins region
After coming to power a year ago, the President of the Transition, Ibrahim Traoré, has set himself the goal of changing the daily lives of the people of Burkina Faso. To this end, a number of the national development projects and programmes have been implemented. The aim was to reduce poverty levels and improve the living conditions of the poorest and most deprived rural populations by improving the management of natural resources and degraded soils, in particular soil fertility and productivity, and by restoring the functional integrity of threatened ecosystems.
It was with this in mind that the Hauts-Bassins authorities met at the end of last week for a mid-term review, with a view to improving what can be improved. The aim of the review was to examine and validate the 2023 regional mid-term performance report on the implementation of the National Development Policy in the Hauts-Bassins region, and to adopt the revised Hauts-Bassins regional Action Plan for Stabilisation and Development (PA-SD). According to Moussa Zongo, Regional Director of Economy and Planning for the Hauts-Bassins region, the results are very positive.
In financial terms, the execution rate was 39.85%, corresponding to 9,697,321,886 CFA francs against a forecast of 24.331.673.003 CFA francs. In the first quarter of 2023, the physical implementation rate for all products was 74.11%.
Out of 155 products expected during the period, 30 have been fully implemented, 98 are underway at rates ranging from 5 to 99.20%, and 27 others have not yet been started.
Despite these results, the Regional Director of Economy and Planning for the Hauts-Bassins region said that those involved in implementing the products had encountered security problems. He also mentioned the inadequacy and lack of financial resources, the failure of certain companies to execute contracts, and the unavailability of certain equipment on the local market.
