Burkina Faso: Watch and Development Committees (COVED), a citizen’s bulwark against terrorism and a tool for local development
In March 2023, the Transitional Legislative Assembly passed a law to establish Monitoring and Development Committees (COVED), tasked with strengthening peace and social cohesion through the direct involvement of local populations in the security and development of their communities. In the face of growing terrorist threats and the need for better management of community resources, this initiative marks a new era of citizen participation in Burkina Faso.
According to the law, COVED is made up of all the residents of a village or sector, who come together on a voluntary basis and through civic engagement. This framework allows citizens to address matters of general interest and take on responsibilities in implementing government policies related to security, defense, and local development.
The actions of COVED are diverse and include securing local areas, community defense, promoting peace, and initiating projects of common interest, such as improving food security and managing land disputes.
These committees play a crucial role in preserving social harmony, contributing to local cohesion and stability. Their ability to mobilize the population around development projects is essential for improving residents’ daily lives and fostering a prosperous environment. Moreover, the participatory management of resources and the involvement of all members ensure a better handling of community needs.
In the current context of the fight against terrorism, COVED is expected to play a central role. By organizing local defense and contributing to the security of territories, these committees become a key tool in countering terrorist attacks. The establishment of COVED in all communities, following the authorities’ directives, is essential to strengthen the resilience of populations in the face of insecurity and development challenges.
