The foundation of a new era: autonomy, accountability, and shared prosperity

The political and governance vision proposed by the Government of the Founding Alliance of Sudan (TASIS) represents the cornerstone of a new political era, bringing an end to decades of marginalization and centralized decision-making within the historical center.

The drafting of the Founding Charter and the Transitional Constitution was not merely a response to the realities imposed by successive crises; rather, it constituted the scientific and philosophical formulation of a new social contract aimed at rebuilding Sudan from the ground up, based on the principles of comprehensive federalism and equal citizenship, free from sectarian or ethnic discrimination.

At its core, the TASIS project is built on the systematic dismantling of the foundations of the federal capital’s hegemony, which has monopolized wealth management and political power since independence.

The Transitional Constitution introduces an innovative political and administrative structure that divides the country into eight federal regions enjoying full autonomy.

Each region is empowered with its own ministries, legislative councils, and executive bodies, fully authorized to independently manage its development, services, and security.

Conversely, the Constitution restricts the role of the central federal government to matters of sovereignty alone namely national defense, foreign policy, currency, and national standards thereby preventing any attempt to reproduce administrative authoritarianism or infringe upon the rights of the states.

In terms of economic justice and wealth distribution, the foundational project permanently ends the appropriation of peripheral resources by the ruling elite of the center.

The Constitution establishes an equitable financial mechanism that retains 70% of revenues generated from locally produced resources such as gold, oil, agricultural products, and customs duties within the producing region to directly finance infrastructure, hospitals, and education, without requiring approval from the central administration.

The remaining 30% is transferred to the National Finance Fund and the Federal Revenue Commission to cover sovereign expenditures and ensure balanced development across the different regions.

The true consolidation of this structural transformation transcends financial and administrative aspects to reach the very heart of the concept of national identity and the establishment of a state founded on institutions.

The Transitional Constitution is rooted in the principle of impartiality toward all social, religious, and cultural components, thereby forging a unified Sudanese identity that recognizes diversity and transforms it into a source of strength and stability.

Through the independence of regional jurisdictions and the establishment of transitional justice institutions, the project guarantees redress for past harms, accountability for perpetrators of violations, and the laying of foundations for social peace.

The Constitution thus stands as a courageous and concrete measure, and a lasting model for rewriting Sudan’s history in a spirit of genuine partnership and full and complete equality.
