Botswana’s President Duma Boko has launched an unprecedented fight against corruption, determined to restore citizens’ trust in their institutions. Elected in October 2024 on a strong anti-corruption platform, he has initiated a vast operation to track down diverted public funds.
A landmark forensic audit
At the heart of this strategy lies a historic forensic audit covering a decade of public spending from April 2014 to March 2024.
The audit, entrusted to the international firm Alvarez & Marsal Middle East Limited for 54.7 million pula, scrutinized the finances of 30 public entities, including ministries, state-owned enterprises, and regulatory bodies.
President Boko emphasized that the operation was not designed to target individuals but rather to strengthen accountability, transparency, and governance across public institutions.
Staggering results: 33 billion Pula in losses
The findings exceeded all expectations. The audit uncovered an estimated loss of 33 billion pula, linked to widespread corruption, fraud, and financial mismanagement.
A total of 814 cases of irregularity were identified, with 80 files referred for immediate criminal or disciplinary investigation.
Over 80 current and former senior officials, alongside more than 150 contractors and suppliers, are implicated in a network of irregular practices.
A Two-pronged strategy for justice and reform
Recognizing that the audit was only a first step, the government has implemented a two-pronged strategy. The first track involves pursuing judicial proceedings based on the evidence gathered.
The second focuses on implementing recommendations to fundamentally reform governance systems. Minister Moeti Mohwasa has called on individuals who illicitly benefited from public funds to voluntarily return assets to facilitate the recovery process.
Mixed reactions but a strong signal
While opposition parties fear a witch hunt and some unions demand the full publication of the report, the initiative is widely perceived as a powerful statement.
By tackling head-on what he himself described as a « gangrene, » President Boko is attempting to restore citizen and investor confidence in Botswana’s institutions.
The road ahead: Justice must keep pace
The success of this bold gamble will depend on the judiciary’s capacity to keep pace with investigations and prosecutions and to translate promises into tangible action. The stakes are high.
